if i read the judges orders right
all parties must agree to a certain plan
the intervenors plan hasnt been agreed to by ALL parties
that would include the lead plaintiffs and the DOI

when the August hearing comes most likely the judge will issue
another opinion(Wolfchild VI?) which can take up to 90 days
that would leave the intervenor date in February for a full accounting to be finished very unlikely
